New small businesses that get rejected again and again by traditional banks may have another sorce for funds.   Accion, a not-for-profit micro-finance company has gotten together with the Small Business Administration to offer lower interest rates in Northwest Indiana. In a news conference held at the Purdue Technology Center of Northwest Indiana,  Accion's CEO said being a partner with the SBA makes it possible for qualified borrowers to get small business loans as low as 8.87%.
